Toll roads are a stupid idea, very high overhead to raise money. If roads are important, State taxes should pay for them.

Inevitably, it turns into a boondoggle, where the cost of maintaining the tollbooths and paying the workers manning (personing?) them rises to meet the amount of the tolls, and tax money inevitably has to be used to maintain the actual roadways anyway. For most of human history it was morally right to most people. A lot of slaves didn't like it, of course. But, ask a Roman citizen in the year 100 whether slavery was morally wrong, and he'd look at you like you were crazy for even asking the question.
Moral rightness and wrongness is purely a matter of opinion. If humans did not exist to think about things, nothing would be "right" or "wrong." That's why we don't attribute moral wrongness to when a Tiger rips the throat out of a gazelle. It is. Whether it is right or wrong is a human invention.
