It's an excellent decision. Surprisingly far-sighted.
Not only will it work against tribalism, it's the best tool possible for improving the educational standards.
In a country with a shortage of books, the internet is THE tool for learning, and English is THE language of the internet.
While there is a market for shit, there will be assholes to supply it.

Nice to see Blighty in there, trying to win influence in a new nation. Obviously, the Chinese will steamroller in soon, offering to build the South Sudanese a giant platinum ostrich in return for voting compliance at the UN but you do what you can.

I'm fully with mastermack on this one - if you're going to pick a language to bind the nation together, and give them an outward look to the international stage then Shakespeare's language is the one...whether it be English English or the Americanised version ;) Go Sudan!
