The answer is to smash the logjams(using tax and benefits along with housing policy) keeping the poor, too poor and the rich, too rich. Bringing incomes closer together, as mentioned in 'The Spirit Level' will improve health as well as social well being.

work ethic isn't enough in the 21st century to make it past doing menial jobs but i do see your point. However its not as simple as that people who stay at school etc are often fighting against ingrained behaviours and a poor enviroment to do so and these behaviours can be learnt long before a child has to opportunity to get away the poor enviroment and the damage is done.

However much i disagree with what your saying i wish it was true and the world was that simple.

Low skilled menial labor is only paid so low these days because of domestic competition from immigrants and importing manufactured goods from low wage nations push domestic wages lower. If you want workers to have a living wage, tighten the labor market.

Considering some of the parental environment some people are born to they are pretty much destined for jail or a life time of unemployment from the second they are conceived. You only have to look at the difference between a 'middle-class' (or just well brought up) 5 year old and a kid from a sink estate.

These kids are basically brain damaged from lack of non-shouting interaction with their parent(s) long before they even enter school
