Er, you're always arrested without charge. You're arrested based upon probable cause that you committed a crime based on the evidence in the possession of the police. The prosecutor then files charges, after you've been arrested. Then you get a preliminary hearing where you appear before a judge, who looks at the evidence the prosecutor has that you committed a crime at that point in the investigation, and then determines if the process goes forward and whether the evidence is strong enough to hold you without bail or whether bail will be allowed. That hearing must take place within roughly 72 hours of your arrest. Unless you waive your right to a speedy trial, prosecutors then have about six months or so to put the case together before trial begins.
The evidence against Manning was overwhelming, and he in fact admitted he did it to investigators. They had sufficient probable cause to hold him while they delved into the depths of his treason to build their case against him, and they added charges as they discovered new evidence. Nothing requires the prosecutor to present ALL the evidence upon arrest, all the police need is probable cause to believe ONE crime occurred to arrest and to go to the judge with at the preliminary hearing.
