Taken out of context, of course. The sentence immediately prior to that referred to "hundreds of thousands of acres" of redwood trees, and the issue was how to strike the balance between conservation and resource needs. It's of course used to portray Reagan as dumb. But, that's typical of liberals - if you're not with them, you're either with them, or dumb or evil. Eisenhower was painted as stupid, Nixon was never considered stupid but he was evil incarnate, Ford was a bumbling boob, Reagan was dumb as a stone, GHWBush was bumbling, out of touch and slow, and GW was of course the "dumbest President in history." After a while this "Republicans are stupid" line becomes quite tiresome - there won't ever be a Republican who is considered smart by the American left (unless he is Nixonian evil).
It's a shorthand, lazy way to oppose someone. It let's you just say "he's stupid," and not actually examine the issues.

The thrust of this comment is not incorrect. What he was saying was that if the spent fuel from a nuclear power plant were reprocessed (i.e., if the reusable portions were separated out from the unsalvageable trash), you'd conceivably end up with just a few cubic feet of waste. This would indeed fit under a desk. Of course, the spent fuel isn't reprocessed because that procedure creates un-needed Plutonium. But, even so, a year's worth of waste from 1,000 megawatt nuclear power plat probably takes up about 150 cubic feet, more or less.
Incidentally, many environmentalists have come around to nuclear power. It is now considered a very green technology.
