There was no intent to rule on individuals. This amendment, unlike most, dealt with the states. The Brits ruled and marched around all over the place and bossed the people and states. The supreme court has done similar reading between lines. They decided that with the 2nd Amendment, the founding fathers said "a well regulated militia" but they meant "anybody that wants a gun."
Of course, you could believe that it's better if only your rulers have guns, but I think it would be a better government, if it were forbidden to deny you the right to own weapons, before legislating about your life.

How many Republican senators voted because they honestly thought that the charge of inciting insurrection could not be sustained, and how many voted because they feared the wrath of Trump supporters in their home states in terms of being nominated at the next election?
In saying that, I accept that it is possible that a neutral point of view (on fairly narrow legalistic grounds) could argue that Trump's words before the Capitol invasion cannot be construed as direct incitement. In the overall context of the invasion, he is at least morally responsible for the actions of his supporters, but a Scottish verdict of "not proven" would not be unreasonable in a legal sense...
