The Google-Apple API is open source. Rewriting the algorithm is unnecessary unless you want to alter the way the app works. The current API operates on exposure times of 300 seconds. Increasing that number will obviously set the trigger for notifications at a longer exposure time. We don't know how Serco are using the API but the contract for allows them to develop an app that collects personal identifying metrics and to store that info for up to 20 years. This is unnecessary to operate the API. There's nothing in the contract to stop Serco from selling that data to a third party.

No. The data is not allowed to leave the device. Google and Apple do code reviews on the apps they allow to use the API to check for that.

It depends on the app and the data. What I'm saying is that the contract with Serco for the UK app for England and Wales allows for the development of an app that collects personal identifying metrics. I'm not saying that the Google-Apple API operates on that principle - because it doesn't. I also suspect that the UK app has had it's trigger threshold deliberately extended in order to reduce the number of people requesting tests and/or taking precautionary time off work. This would be fully consistent with how the government has been operating and it's overall confused and contradictory messaging.

An app cannot use the API unless it is allowed to by Apple / Google. They have a strict requirement that data doesn't leave the device. An app not using the API will be useless because it will not be able to use Bluetooth while in the background on most devices

The German app also has increased the time span to 15 minutes because this is what the WHO uses as a definition for a level one contact.

There is a delay of 10 days to two weeks before all figures start dropping flapoor.
