The FBI investigation into Russian meddling was authorised and overseen by the DOJ under Trump. If it's illegal then his government carries the can.

Trump says he will sign the bill. He wants credit for it on the same day as his badly worded emergency announcement. If Mitch holds this up past Mon, looks bad for GOP for election.

Sean, you probably have a point that too many people want to be tested for personal reassurance rather than rational necessity, but it still might be the case that the US (and other countries) may not have the ability to test when it truly is necessary...

Testing should take place according to the priorities set by the virologist in charge, obviously.

What isn't as obvious, is which departments are 'in charge'. The National Guard and damn near everybody else has authority over this.

The CDC used to have some pretty broad and ludicrous powers, in their arena. If they still do, then whoever is in charge, will seem to be unless the CDC decides they aren't.
