Through a rating system that estimates the number of viewers statistically. It's not an exact count, nor is an exact count necessary for any purpose. The Anglo-American custom is that people don't need to disclose their reading and viewing habits.

We're not quite like the more German-style culture, like the Dutch, who are so regimented and demanding of excessive order that the notion of not being counted, lined up, categorized, and placed in appropriate bins seems alien to you.

This does present a big problem on the immigration side, as we are grudgingly being dragged into the practice of "national ID card" to pigeonhole everyone, make sure their tracked and categorized, and appropriately lined up. Don't worry, we'll get there. You'll be happy that we're all recorded and enumerated soon enough.

The internet providers know what websites we're visiting too. So, there is monitoring, I don't deny that. But right now it's not information the government generally has. The NSA has whatever they want, of course. They can read your email, and browse your youporn history if they want to.

The thing about politicians lying is that it has long since ceased to matter, if it ever really did. They all lie. Every one of them. It's not as if Trump is the one outlier who lies, when everyone else does their best to tell the truth. They all lie. Nobody cares. The real issue is what are they lying about and to whom.

If he did change then at most we'd find a handful of people who'd say and do something like "I was so glad to see a change in Trump, but it was still Trump you know, so I couldn't vote for him. But I'm glad he changed.".

I doubt he's anywhere near enough to being that clever. It's clear as day why he does it. All his statements are full of things to boost his own ego. That's what the constant lying is about, particularly these small things. It's about making himself seem awesome, either because he has low self-esteem (probably not likely) or because of his well identified narcissism.
