The constants are simply a propperty of matter. No matter, no universe.
You could make a case for the universe determining the size of its own particles, though.

He will know from even the possibility of our birth if, where and when we will be born and if we're goung to be naughty or nice. Why tesr us if he already knows if we're going to pass or fail the exam?
Why not just send us straight to heaven or hell? It's not like he can ever get that wrong if his knowledge is perfect.
No, he wants us to struggle and strive to please him while knowing full well if we're going to make the cut or not. He's a gloating sociopathic manipulatory monster who revels in the misery, sufferung and pointless pleas for mercy of those he is supposed to be responsuble for and cherish as his chikdren.
