I was just making tongue-in-cheek comments for the lulz.

But, the "theory" is that there is so much redundancy and waste, that you could cut a lot out and still get the job done. In that respect, it's probably true to some extent, although in all seriousness, obviously, many of the furloughed employees are not among the waste. Many are needed.
