The government shutdown is a good thing in many respects. They can't do as much damage when they're on furlough.

But, the "theory" is that there is so much redundancy and waste, that you could cut a lot out and still get the job done. In that respect, it's probably true to some extent, although in all seriousness, obviously, many of the furloughed employees are not among the waste. Many are needed.
