Not sure that's true, but assuming it is, arguendo, there is plenty I didn't like about George Bush. And, even if Bush did start it all, that does not mean the current President is resigned to follow that lead. Bush has not been President for 4 1/2 years, and surely it is, by now, the current Administration's responsibility to determine which foreign governments are spied upon.
