Most countries have the ability to create laws that cover non-citizens outside their home country, the UK could certainly make a law to make it illegal for an American to possess a firearm in Texas but enforcing it would be a little difficult. It certainly sets a very bad precedent for international relations

A country can make whatever law it wants, but the point is that the US doesn't have a law criminalizing a private person's release of national security information which was not obtained by that person illegally.
