Most countries have the ability to create laws that cover non-citizens outside their home country, the UK could certainly make a law to make it illegal for an American to possess a firearm in Texas but enforcing it would be a little difficult. It certainly sets a very bad precedent for international relations
When only criminals carry guns the police know exactly who to shoot!
