I'm probably being dense but if a budget is not approved, how does each govt dept know how much it has to spend?

You'd like that, wouldn't you. Less feelings of responsibility for fucking up the country. Sorry, the blame is obvious, live with it. Obstructionist tactics to make the current administration look bad while hurting the US as a whole is a very Republican system.

How can the budget be Republican obstructionism, since the Dems all voted against it, including their own President's budget.

They did pass one in 2009, though.... that was a misstatement of mine above, sorry. You remember that? When the Democrats controlled the House and the Senate, and Bush proposed a budget that was a 3% increase over the previous year, but Pelosi/Reid in the House and Senate change the 2009 budget to make it a 17.9% increase in spending over the previous year.
