Sorry, but being "rubbed against" is not the same thing as being "molested." Riding in a crowded subway car necessitates physical contact with other passengers. Now, if you live in Tokyo and you're a cute girl, you might be far more than mere physical contact, and actual fondling of breasts and pubes is, I'm told, pretty commonplace. Some people have to ride the train when it's full if they want to get to work, or go home. They should be able to do so without being molested.
It's one thing if there is sufficient space for people to move apart. In such a case "rubbing" up against someone deliberately would be unreasonable, but if it's as shown in the picture, it's just an incident of travel on the subway when it's busy. If you don't like it, don't take the subway.
This is just pandering to nitwits who don't have any common sense and all it's going to do is waste police resources and everybody's time for zero ultimate effect.
