It's not that these countries didnt exist but before the invention of modern communications that idea that central authorities had much say over day to day life in a country just didnt happen. It physically wasnt possible for any king or government to impose their will when it could take several days (or weeks) to get a command over
When only criminals carry guns the police know exactly who to shoot!

...which is why there weren't police forces until very recently, in historical terms.

Three young men once shot 5,000 squirrels in two day, using muzzle-loading guns. (I don't know how many people they had loading their long guns, btw.) Country boys are dangerous people to piss off.
