If you move to a new state then to have a drivers license, you have to get a new one in that new state. All states also offer non-driving related photo identification. The reason the drivers license is widely used is because most people drive. People who don't drive can get a state or county ID.

Simple. I have experience in 3 states. You trot on down to the division of motor vehicle department, fill out a form, take an eye exam, and they issue it to you. And, if you can't be issued a drivers license or if you don't want one, you can have a state ID that is not for driving.

I don't know. But apparently to get Claritan allergy medication, you have to present a photo ID under federal law.
