Don't know - depends, I think, on what the justification for providing free contraceptives is in the first place. They're not requiring free Viagra, or free antibiotics, or free chemotherapy, so what makes contraceptives so special?

Many, many employers prefer that their female employees not fall preggers on them... even devoutly or institutionally Catholic ones. Plus, it helps prevent scandals if young girls will be blondes.

Can't say for sure, but probably something political along the lines of giving women the right to choose what happens to their body. Obama announces contraception compromiseBy Alan Silverleib, CNNWashington (CNN) -- President Barack Obama announced a compromise Friday in the dispute over whether to require full contraception insurance coverage for female employees at religiously affiliated institutions.
February 11, 2012 -- Updated 0146 GMT (0946 HKT)
Under the new plan, religiously affiliated universities and hospitals will not be forced to offer contraception coverage to their employees. Insurers will be required, however, to offer complete coverage free of charge to any women who work at such institutions.

It's the spoils system applied to morality. I think lawmakers in general impose their morality on their entire constituency.

They used to waive the fees for abortions for people who couldn't afford it. Perhaps they do that for condoms and the pill too, though there are a lot fewer people who can't afford those.
The real elephant in the room, though, is that Obamacare essentially prohibits coverage of abortions for new health insurance policies starting in 2014 - another example of the politicians imposing their own morality. That's the fundamental problem with Obamacare - it puts medical decisions in the hands of politicians, instead of in the hands of individuals and their doctors.
