Having a toll road where toll is just $1 ~ £0.60 does sound very silly, tolls have to be high enough to be worth collecting, typically they can be 10 times that for some tolls in the UK

Yes, but the article stated "so far," at a point in time during the year when there was enough time left in the year where the annual pay would exceed $100,000....

But I look at it this way, everyone shops, and almost all goods travel along highways. Even if you don't own a car, you still benefit from them.

If new roads can't be built without tolls, then I have no objection to the user pays principle in such cases, but electronic collection is so much more sensible than people in booths...
