Norwegian oil production is in decline. They're obviously just trying to establish their next valuable export commodity ahead of the curve. Butter.

I was going to say the same thing - I can buy the stuff in 4 pound packages for about $7 at costco. It's probably illegal in Norway to manufacture your own butter. You'll need a license, pay an annual fee, and have your kitchen and blender subject to inspection.
