The idea is not to stop people having children if they want them. But to, in a way, make a start on solving overpopulation. Of course there’s no knowing whether such a scheme would be effective either entirely or as part of a suite of measures.
If it's a success and helps, yippee. If it isn’t no-one has lost out, it is an offer, there is no coercion involved.

The main problem with this sort of program is it can easily be seen as having racist or social darwinist intents. You'll end up with mostly poor people (who happen to be mostly minorities) taking the offer, whereas wealthier (mostly whites) people won't need the cash as bad and will accept the offer at far lower rates.

So I came up with this idea a few years back. What we do is offer a lot of money to young men to have their sperm stored and a free vasectomy. They have sole ownership rights of that sperm to do with what they wish.

Great idea in theory but it would also have the side effect of sending STD rates through the roof

And if I said it was aimed, that would suddenly make it a bad idea?

It is an offer, no-one is mandated to take it up. It's open to everyone irrespective of class, colour, wealth, sex, hirsuteness, whatever (species, if you like :hehe:).

The main issue with government doing it is that the first world governments with the money are the ones with low total fertility rates that don't need to control population. If you made anyone eligible worldwide that would be better - it would cost less, and have more impact on areas with high fertility rates where it's needed - but the third world governments might object.

I'm not even sure you need government funding. There's already at least one charity doing this on a limited basis:

This scheme does not demand that you get snipped. If you don't want it don't have it.

I'm also sure that no matter how benign it is, there must inevitably be some health risks involved, however small or low the probabilities.
