The idea is not to stop people having children if they want them. But to, in a way, make a start on solving overpopulation. Of course there’s no knowing whether such a scheme would be effective either entirely or as part of a suite of measures.I doubt those who want to have kids will be tempted by a little bit of money.
If it's a success and helps, yippee. If it isn’t no-one has lost out, it is an offer, there is no coercion involved.
