The kept sea otters in the Monterey Bay Aquarium's main otter exhibit are somewhat more social than the ones I see in the wild around the bay when I go out with my soul-stealer.

Close quarters will do that to animals. The ones that can get along stay in the aquariums, the others are shipped off or released. Or worse.

Actually the laws here are very restrictive; "worse" is a felony here,ten thousand simoleons and five years, with an additional proviso that if you were in a boat, the government takes it, and if you had a trailer for it, they take that and your car too. No kidding. They can only be put down after a consultation with the wildlife folks. By "here" I mean California. Though they may not entirely have managed to gut the Marine Mammals Act, which is national in the US.

"Worse" doesn't necessarily mean anything illegal. They can just be shunted to a shit-hole that specializes in taking "problem" animals off the hands of legitimate and semi-legitimate facilities.

I'm pretty sure you can't even do that. It's pretty bureaucratic, to hear the people who are involved in the husbandry program tell it.
