Government income is less than government expenditure. Work the problem, guys.

Poor people don't have the luxury of hiring expensive tax lawyers to help them not pay an equivalent amount of taxes, so the burden rests on the poor while the rich skate along and benefit from other people's contributions.

The rich folks' property, the Republican build those loopholes into every tax bill. They're "legal", but intended to circumvent the spirit of the law. When their puppets make it a law that you can invest $5,000,000 dollars and claim depreciation of $15,000,000 the same year, we get to the point where we are now.
