ETA: The film can was "holy", and bad things would happen if they opened it. (Mainly that the film would unwind and make a mess, but using "religion" to enforce the rule was the subtle point Clarke made there, "religious laws" have mundane origins and get elevated when people stop thinking about them and "just do it".
