Actually, it's not impossible for black people to evolve into white-er people, and it wouldn't have to involve moving from Africa.
It's pretty certain that african races were kept black by the lighter coloured ones suffering sun-related disease. Today, they have access to clothes that are thin, and cool to wear, so "running around" with nothing on is much rarer. Also, they have access to sun-screen, same as whites.
So the lighter coloured africans are surviving just as well as the darker ones now. It's very likely that africans are getting whiter as we speak.

Many hundreds of generations in low-light Northern climes, where the high concentrations of epidermal melanin reduces the production of Vitamin D in the skin. However, given modern nutrition (and the availability of vitamin pills), there is probably no selection pressure in that direction at the moment...
