These are the two extremes and there are obviously states that fall in-between them. however, currently, we humans are firmly ensconced in stage 1. It will take some form of natural or man-made disaster to send us into stage 2 and any kind of evolutionary leap.
But we are still evolving due to certain less obvious selection pressures, just in small ways. Plus there's genetic drift, and sexual selection that will always have an effect on the species. Certainly, we're not evolving into a new species right now, but that doesn't mean medicine and tech have removed evolution from the equation (temporarily or otherwise).
