It's hard to define "effective". Also, I'm not a China expert, and for the purposes of this discusion I'm basing all my information on unclassified internet sources.

Anyway, in the next couple years we'll see China fielding one or two old Russian carriers as well as the first indigenous ones, none of which will be close to Nimitz-class capabilities. And the defenses of those carriers will be questionable: the rest of their surface force is still loaded with relatively small frigates and destroyers, all of them technologically weaker than US ships - except in terms of their anti-ship missiles, specifically designed to face off against American Aegis defenses.

By "effective" I'm referring to the issues the Kreigsmarine faced with Graf Zeppelin, an almost complete lack of knowledge as to how to operate a carrier, and how to deploy them effectively. I would think it would take ten years or so to get reliable Air Bosses into the fleet, no?
