Depends - whichever animal weighed more. So it would probably be the dog, since cats are mostly hair and they look bigger than they actually are.

When it comes down to starvation it stops becoming a "moral" dilemma (if it ever was one) and basically becomes a question of practicality.
The dog's going to lose every time.
