We scrape together just enough players for small games and many of those players do not want no-holds-barred games. The main thing is just the form in which moderation takes place in a game thread. It is less distracting and disruptive to the game if the moderation and any resulting discussion happens elsewhere, such as PM, with maybe a general reminder in the peanut gallery. But, that's not something mods can be automatically expected to know.
This was a sort of a collision of several factors - new players who didn't know the usual tone of a Ratz mafia game, some volatility, and regular in-thread moderation in a game thread, which took a few people by surprise. If anything, this was my bad for not making it clear when I was advertising this game that Ratz games have historically been mild in tone, and that's how the players here like it.

Not to mention that if people want a no holds barred mafia game, they could just wander over to TR. There's almost always a game going on there. The best ideas I have seen so far, and a few of my own.
1) Rename the forum "Fiendly Mafia"
2) Post a link this site's rules in every game's OP.
3) Temporarily remind players of the no harassment policy until this settles down. Do this in the Signup and game OP as well as the role PMS.
4) Players in violation get banned for the next game or longer.
