The issue here is that, not only did he unnecessarily draw his gun in an absurd over-reaction, but he never identified himself as a police officer. As far as anyone knew, he was just a crazy guy waving a gun around. He's lucky he didn't get himself killed by someone in the crowd who fancied himself a hero.
