The assumption was that Canada would represent the ideal geographic forum through which the British could wage war against the United States.

War Plans are theoretical exercises. Its better to have a plan and not need it than to need a plan and not have it. The feeling in the late 1930s was that Canada would fight on even if England fell to Black. But, just in case.

It is the case that planners make contingency plans for all sorts of ..er..contingencies. I believe the USA have one for invading Canada!
Until I got myself off it cos it was a tedious task, was on a council emergency planning group. One of the scenarios we had to make plans for was the possibility of Sellafield (Britain's largest nuclear reprocessing plant, which some idiot decided to place on the west coast here because it is remote) should blow up. Fun was had by all at the prospect of what to do as the land became irradiated for fifty miles around the thing!
