War Plans are theoretical exercises. Its better to have a plan and not need it than to need a plan and not have it. The feeling in the late 1930s was that Canada would fight on even if England fell to Black. But, just in case.

It is the case that planners make contingency plans for all sorts of ..er..contingencies. I believe the USA have one for invading Canada!

Until I got myself off it cos it was a tedious task, was on a council emergency planning group. One of the scenarios we had to make plans for was the possibility of Sellafield (Britain's largest nuclear reprocessing plant, which some idiot decided to place on the west coast here because it is remote) should blow up. Fun was had by all at the prospect of what to do as the land became irradiated for fifty miles around the thing!

Mexico, noting the US isolationist (i.e., "fuck everybody else") stance, decides Germans passing through are better than Germans coming to stay. In June of 1941 the Germans ship 50 divisions of troops with "right of passage" to Mexico, and turns a blind eye to all the "tourists with tanks." The Germans line up on the Rio Grande. Meanwhile, the Japanese tourism in Baja California has reached stagger proportions as the troops earmarked for the invasion of Malaya and NEI are turned west.

I developed that scenario while studying the America First Movement. Charles Lindbergh was the "name" in that group.
