Basically, if congress or red states refuse to swear in new democrats, the DOJ or any other agency can't force congress/Johson to swear innthe Democrats. They can even repeat that in 2028 and refuse any Democrat. The president is a bit separate, counting electors. Likely a new president is sworn in 2029.
