Giuffre was actively recruiting for them for at least 5 years and was in no way held captive the way most trafficked victims were/are.
Maybe she made a deal with Florida for immunity but she got 1/2 million out of it. Then went back for a bigger slice with her prince.

Recent cases in the UK showed how vulnerable teenage girls were offered food, cash, alcohol, and drugs both and incentives to participate, as recompense for sex with older men, and as means of ensuring compliance and secrecy.
