Trump wants the government to shut down. He wants economic chaos right before Christmas. What he REALLY wants is for Joe Biden to end in failure, or at least the public perception of such, so he can claim he inherited a democratic disaster and "fixed" it.
This is the concept of his plan.

Federico Arellano Jr, a US citizen, saw his wife, Christina Salazar, and their four children be taken into custody on 11 December, just three months after Salazar had given birth to their twins in Houston.

Salazar, 23, and her children were put on a plane at Houston’s George Bush airport bound for Reynosa, Mexico – a place where they had no contacts and no way of getting money, according to the family’s lawyers.
Salazar was born in Mexico. She and her two older children were awaiting immigration hearings. Arellano Jr told local Houston news outlet KHOU the family had missed an immigration hearing on 9 October, when Salazar had been recovering from the emergency cesarean section she had had to deliver the twins.

Although Trump’s plans for any travel bans remain unclear, the president-elect has threatened to invoke a travel ban as he did via executive order during his first term, which affected those from predominantly Muslim countries: Iraq, Syria, Iran, Sudan, Libya, Somalia and Yemen.

This included students and faculty of higher education institutions. More than 40,000 people were refused visas as a result of the ban, according to the US state department.
Cornell University told its students that a travel ban involving the 13 nations Trump previously targeted “is likely to go into effect soon after inauguration”, and that new countries could be added to the list, particularly China and India.

I just think it is important to point out how completely unprecedented it is that a President-Elect who is more than a month away from inauguration (and his “First Buddy” which sounds like a position requiring one wear a goofy sailor’s hat) has essentially plenary control over what legislation Congress considers, much less passes. The ineffectuality of a ‘lame duck’ president is frequently a given (unless their designated successor who intends to carry on the same policies is the victor) but having an uninaugurated President-Elect and his as-yet unappointed advisor and leader of an executive office that doesn’t even yet exist and is named after a meme cryptocurrency as a ‘joke’ is not only absurdist performance art but bears some striking similarities to how a certain mustachioed autocrat led a certain Central European country into a violent fascist regime that sparked a war that spanned three continents and resulted in somewhere on the order of 80 million deaths.
