In fact, looking through the 'fact-check' you offered from voxukraine, convinces me that one has to be quite selective in their trust, to believe that Nuland wasn't admitting to bio-weapons in the Ukraine labs that the US was supporting. I really thought that by now, they would have arranged MUCH better talking points.

Uh, no. Haven't you heard of dual use materials? If a biological research lab is working on an anthrax vaccine, they will need Bacillus anthracis to test it with, but it can also be used by a weapons lab for making aerosolized anthrax, a deadly bioweapon.

This is why Nuland, or anybody with even basic knowledge of the subject, wouldn't want the Russians to get their hands on materials from a research lab.

What I know is, the same thing in one hand is treated like a biological weapon, but in the other, treated as only research material.

Which one they were making in Ukraine depends which hand they claim it was in at the time, I guess.
