define 'technological civilisation of scale'... we would likely take a lot less time to reach the level of Sumer or babylon, with advanced knowledge of pottery and bronze working...

meaningless if you take Meso and South American culture that reached wide dimensions and achieved rather impressive things without the help of the wheel, or even beasts of burden...
