Of those 18, one politician stood out as an especially enthusiastic champion of the credit companies who, as it happens, had given him hundreds of thousands of dollars in campaign contributions – Joe Biden.

As with Medicaid, if the red states refuse to adopt a plan that the federal government makes available and pays for, I don't know the White House is supposed to do. Education is primarily a state and local responsibility; I can't imagine tens of thousands of official U.S. government pre-Ks across the country.
