Germany now uses the following approach:

All public in-door venues (shops except supermarkets, theaters, cinemas, restaurants, ...) require either

a) proof of full vaccination
b) proof of past infection during the last 6 months
c) proof of negative test (antigen test not older than 24 hours or PCR test not older than 48 hours)

Currently, having antigen tests is free. There's a test center basically at every street corner in areas where there are shops. You can have a test each day. State pays for the infrastructure.

This will change in a few weeks. Antigen tests will then not be free anymore. People will then have to choose: Get a free vaccine or pay for a test whenever you want to go shopping or have fun.

Tasmania's peak tourism body is calling on the state government to consider a rule that would require all visitors into the state to be fully vaccinated against COVID-19.

"People should be required to have a vaccine before entering Tasmania," Tourism Industry Council of Tasmania CEO Luke Martin told ABC Northern Tasmania.

"Other states are going that way, we've seen Europe go that way."

The head of the tourism body said he would like to see all tourists from every state have both jabs before entering Tasmania, not just those coming from hotspots, but did not say when the rule should come into effect.

Sporting entities are divided over how proactive they should be encouraging the take-up of vaccinations, and whose decision it will be whether or not to ban unvaccinated fans from stadiums.

The Sydney Roosters (a Rugby League club) declared today they wanted to be the first club to ban unvaccinated fans next season.
Venues NSW chairman Tony Shepherd said earlier this month that once everyone had had a chance to be vaccinated, restrictions would be applied to stadiums.

"However, it's then a case of, if you can't be vaccinated, you can't come," he said.

"If you choose not to have the jab that is your civil right in a free country, but the Delta strain is extremely transmissible and we need to do something to reopen our stadiums."

"It will be a tremendous incentive for people to get vaccinated."

The Roosters will play out of a new Venues NSW stadium at Moore Park next year and want to push vaccinations as much as they can.

"We want members and fans to feel safe about coming to the football and knowing the people they are sitting next to have been fully vaccinated," chairman Nick Politis told the Daily Telegraph today.

"It might upset a minority of supporters but it's the only way forward.

"We think all NRL clubs need to take a responsible stand on this like they are doing overseas."
The PM has been deliberately vague about such issues, mentioning extra freedoms in the future for the fully vaccinated, but refusing to give legislative backing. I suspect that he is wary of significant sections of his party who see any mandated vaccination, or even restrictions on options available to the unvaccinated, as the thin end of a socialist wedge...
