Firstly it should make the mining companies pay for post closure cleanup. Instead the company can declare insolvency and walk away. It is the Capitalist way. Get the State to cover your losses, but never to touch your profits. The fact is it has been working that way for many years, and there are thousands of polluting abandoned mines in the US.

...so no you can't stop subsidies overnight and have no consequences.

The subsidies should NEVER have been there EVER.
