The drivers's licence people issue the non-driver ID. There are vast areas of low income housing with not a single office.

In Europe you go to the nearest gov't office or police station to apply for ID. Same for passports. In Finland you get them back in person at a news stand/convenience store/lotto ticket place called R-kioski.

My son spent 3 hours gettinga Maryland license in a place 10 miles from downtown Baltimore. Mine takes 20 min.

You imagine that their journey to Washington was unnecessary. They believe it is necessary as they strive to achieve their goal. You imagine that they are avoiding their jobs. They believe that their jobs include doing everything they can to try to protect the voting rights of Texans. Very few if any Democratic politicians in Washington DC are un-vaccinated, so they're not all that vulnerable but your concern is touching.
