No, she doesn't. Someone just added the JFK quote to Nick Manes's tweet. It's a joke. Governor Whitmer was actually disparaging the idea that the tax on marijuana could fund the rehabilitation of Michigan's roads.

Taxes collected from Michigan’s new recreational marijuana law are unlikely to fill many potholes, but plenty of social media users are saying they’re up to do their part.

During her keynote address at the Mackinac Policy Conference on Thursday, Gov. Gretchen Whitmer restated her goal of instituting a 45-cent gasoline tax to fix the state’s crumbling roads and highways. She made her case for why other tax increases, like raising the corporate income tax, wouldn’t be constitutionally guaranteed to produce road funding, unlike the gasoline tax.

She also noted that revenue from legal weed sales won’t likely amount to even a drop in the bucket for the $2.5 billion that’s needed annually to fix the roads, according to most estimates.

In March, the Advance detailed how pot sales are unlikely to offer much help to Michigan’s crumbling roads and bridges. The state could see as much as $225 million pour into its coffers from the new industry by 2023, according to an analysis last year by the Anderson Economic Group, which would still fall far short of its road funding needs.

Whitmer told the conference crowd that she receives so many questions about “pot for potholes” that she asked her team to determine how much marijuana the state would have to sell to actually tackle the road funding problem.

“Every man, woman and child would have to smoke about $2,500 worth of marijuana per year to fix our roads,” Whitmer said, joking that “at that level, no one is going to care about the damn roads.”

An Advance reporter shared that line on Twitter, setting off a firestorm of support for the idea.

“I’m game,” one Twitter user responded.

“Don’t threaten me with a good time,” said another.

Vox reporter Jane Coaston chimed in, adding, “If you asked the students of Michigan’s great state universities to stand up for the state’s infrastructure I am confident they would respond.”

And while Whitmer clearly doesn’t see pot taxes as a viable option to fund the state’s much-needed infrastructure repair, she stressed that her budget proposal would address those issues, and urged conference-goers to express their support.

“Act like your future depends on it, because it does,” Whitmer said.
