A key report to Congress that was due last Tuesday could be out as soon as Friday, and it’s expected to list only a small number of Russia-linked entities, according to the people, who asked not to be identified because the policy hasn’t been announced.
Nord Stream 2 emerged as a major source of friction in trans-Atlantic relations during President Donald Trump’s administration as the project, which would bring Russian gas into the heart of Europe, neared completion.
Trump officials, in arguments essentially supported by President Joe Biden’s administration, said the project undermines European security by tying the continent more closely to Moscow.
The people familiar with the issue said Secretary of State Antony Blinken is loathe to target companies or individuals from nations like Germany, arguing that it’s more important to find a diplomatic solution and heal rifts created by Trump’s “America First” approach to foreign policy.
That reticence is sparking an outcry among critics who argue that U.S. law requires sanctions against any foreign entity if it assisted in construction of the pipeline.
After just one month in office, debate over the pipeline is forcing the Biden administration to navigate between seeking to keep pressure on Russia and building closer ties with Germany, a NATO ally. Time is running out on the Americans, with the pipeline nearly finished.
Finland is completely dependent on Russia for energy, methane and nuclear fuel and some recycling of the spent fuel. They used to have a refinery that was built to use Russian crude oil, as Russia has little else to trade. now they use North Sea oil.

Committee hearings
The nomination is passed to the Senate committee with jurisdiction over the appointed position. Some PAS positions require a joint hearing of two or more committees.[1] Committee hearings allow a close examination of the nominee, looking for partisanship and views on public policy. They can also summon supporters and opponents to testify. Committees are permitted to conduct their own investigations into the nominees, as they are not always provided with the information gathered by the White House's investigation.[1][4] Once committee hearings are closed, most committees have a set amount of time before a vote is taken on whether the nominee is reported to the Senate favorably, unfavorably or without recommendation.[1] They also have the option not to take action on the nominee. If action is taken, the committee notifies the executive clerk. The nomination is then given a number and added to the Executive Calendar of the Senate.[1]
Only one cabinet position since 1945 has been confirmed by the Senate after being reported as unfavorable by a committee. Henry A. Wallace was confirmed by the Senate by a vote of 56-32 to become the secretary of commerce on March 1, 1945.

President Joe Biden ordered an airstrike on facilities used by Iran-backed militia groups in eastern Syria on Thursday night in response to three separate rocket attacks against U.S. forces in Iraq, according to a Pentagon spokesperson.
The strikes destroyed several facilities at a border control point used by a number of Iran-backed militia groups linked to the attacks against U.S. forces in Iraq, including Kataib Hezbollah and Kataib Sayyid al-Shuhada, Pentagon spokesperson John Kirby said in a statement.
“These strikes were authorized in response to recent attacks against American and Coalition personnel in Iraq, and to ongoing threats to those personnel,” Kirby said.
The president chose the "middle" option from a broad range of military options, according to a senior defense official. During the operation, U.S. fighter jets dropped seven 500lb precision bombs on seven targets, the person said. All bombs hit their targets, a crossing used by the militia groups to move weapons and other goods across the border. Officials expect minimal casualties.
The targets were chosen based on their affiliation with the militia groups officials believed executed the attacks in Iraq, the official said.
The airstrikes were designed to damage the militia group's ability to conduct future attacks, a second defense official told POLITICO. The U.S. military alone carried out the operation, without the aid of allies.
However, Kirby said the U.S. conducted the strike "together with diplomatic measures, including consultation with Coalition partners."
