The reason for shorting shares was originally a legitimate one.
If one held shares in a company that might go through a rough patch but be fundamentally good investment in the long run, it made sense to short shares one actually owns. That way it was not necessary to sell your shareholding, which would have the effect of dragging the price down. So it was intended as an insurance policy, and hence the name "Hedge Fund" hedging a bet against volatility.
Of course it became apparent that money was to be made in a falling market, and so people started hedging shares they didn't have.
...so the instrument that was designed to create market stability, actually ended up having the opposite effect.
