It appears there is, since we're doing exactly that all over the world. Florida has decided that it's time to open back up, which given our numbers isn't an unreasonable position. Our population is 22,500,000, we've had (so far) about 38,000 cases and just over 1600 deaths. I don't think there's an inevitable trade off between saving lives and the economy, it's just one of those traditions that someone has told us is a fact of life.
