They delivered some service. There are customers who buy that service. When all this is over, those customers will request the service again. Someone will then open a business to offer it.

It's a question of how your government handles this. Do you support these business during the shutdown so that they can then continue easily afterwards or do you leave them to their destiny and then have to support the former owners and employees a lot longer which might actually be a lot more expensive for the state.

Yes, producing and distributing food is a relevant profession that's not affected by shutdowns in any country. It might be affected by not doing a shutdown if you are unlucky

Your local farmer can do their job without getting a new haircut or their toe nails painted.
