This will almost certainly go to the US Supreme Court and despite the decisions coming from three lower courts, will also almost certainly be overturned.

A U.S. appeals court on Thursday ruled against a Trump administration attempt to withhold millions of dollars from so-called “sanctuary” jurisdictions that limit cooperation with federal immigration enforcement.
The decision, by the 7th U.S. Circuit Court of Appeals in Chicago, upheld a pair of lower court rulings that blocked the administration from placing immigration-related conditions on law enforcement grants.
President Donald Trump, who faces reelection on Nov. 3, has made immigration a central theme of his presidency and 2020 campaign. He frequently criticizes Democrat-controlled “sanctuary” jurisdictions for policies that he says protect criminal immigrants.
The decision follows Trump’s remarks on Wednesday that suggested he might restrict coronavirus aid to states and cities with “sanctuary” policies.
“If you’re going to get aid to the cities and states for the kind of numbers you’re talking about - billions of dollars - I don’t think you should have sanctuary cities,” Trump told reporters at the White House.

I was just checking, and according to several sources close to the matter, Trump isn't over yet. He'll be bringing back Flynn and Stone right away.

It's a very bad thing that these horrible judges are thwarting the glorious efforts of President Trump and his henchmen to Make America Great Again™. Especially when he has an Article Two that gives him the right to do whatever he wants as president. Get Attorney General Barr on this right away. I'm sure he can lay out an irrefutable argument supporting absolute power for the president, to go along with his absolute immunity.

The judge chided the BLM's attorneys for citing irrelevant findings from their environmental reviews to answer the plaintiffs' allegations, the judge said.
“A weatherman proves unhelpful if he says ”it's going to be windy tomorrow" when asked if it will rain," Morris wrote in his ruling. “BLM proves just as unresponsive here.”
The judge canceled the leases and ordered BLM officials to conduct additional environmental reviews.

So, the Inspector General who issued a report on supply shortages which had affected hospitals across the country (a report that outraged President Trump, not because of the shortages it exposed, but because he thought it made him and his administration look bad) is being replaced. Presumably by somebody Trump considers more sympathetic to him, willing to ignore things that might upset the president.

Maybe Donald Trump’s siege against his enemies will be referred to as the Endless Night of Long Knives, because it’s been going on for months, since the senate impeachment vote convinced him that it was his right to be drunk with vainglory and purge the government of either the insufficiently loyal, or former loyalists who managed to annoy him by worsening his situation with their own incompetence. Mick Mulvaney comes to mind. But Trump has gone one step further. Friday he found the perfect minion to fire, a watchdog at HHS who upset him by filing a report last month which highlighted supply shortages and testing delays at hospitals. This is the perfect termination, insofar as it combines Trump’s need to purge the disloyal and cover his incompetence regarding the coronavirus response. Nothing like killing two birds with one stone. The Orange Overlord must be very pleased.

Friday, the White House issued a statement that Dr. Anthony Fauci would not be allowed to testify next week before the House of Representatives, in its examination of the Trump administration’s response to the coronavirus pandemic. The White House is saying that it is “counterproductive” to have individuals involved in the pandemic response testify about the pandemic response. Now that’s interesting. I guess it would be counterproductive if you were doing a research paper on orchids in Burma to ask a horticulturist in Burma who grows them to come talk to you about the topic. The logic of this completely escapes me and that’s because there is none. There is only double talk and cloak and dagger, fueled by sheer desperation to survive.

“While the Trump administration continues its whole-of-government response to COVID-19, including safely opening up America again and expediting vaccine development, it is counter-productive to have the very individuals involved in those efforts appearing at congressional hearings,” White House spokesman Judd Deere said in a statement. “We are committed to working with Congress to offer testimony at the appropriate time.”
