If you keep up a real shutdown for some time, maybe 2 months, after that starting with a low number of remaining cases, and use this time to build up capacities to test, trace and isolate cases, then you can return to a quite normal state economically after these two months while at the same time keeping the number of cases and thereby fatalities low. This actually has the lowest damage for the economy, because it will suffer only a short time and then be able to "reopen" a lot after that.

The alternatives are:

Only doing a bit of shutdown measures for a very long time, seeing a huge (because long time) damage to the economy and at the same time a huge number of fatalities.

or

Not doing any more measures at all -> Collapse of society, millions die and the economy is as lost as never before.
