I don't know that he is or has. I'd rather attribute these gaffes to fatigue and stress than an underlying condition. Would a younger person hold up better on the campaign trail? --probably. But being President is much more than campaigning, and when you factor in experience and relationships Biden comes out way ahead of Trump. He's probably forgotten more than Trump ever knew, and if we're giving a diagnosis on the basis of gaffes then Trump's brain checked out ages ago.
